As the first Budget of the new coalition Government, this was seen as a good opportunity to get an insight into their strategy for the tax system. With the Chancellor, George Osborne, stating early in his speech that he did not feel Britain had been undertaxed, the signs were good. It was conveyed very much as a Budget for business, looking toward the private sector to provide the growth that will lead the economy back to recovery.

It has been announced that an Emergency Budget is due to take place on 22 June 2010.  It is likely that a key change to be announced in this Budget will be an increase in the rate of Capital Gains Tax (CGT).  The coalition has stated its aim is to reduce the gap between income tax rates and CGT rates whilst protecting business assets and the assets of pensioners.

In our winter edition of Focus we advised you to watch this space for new US legislative developments that were considered long overdue. Congress has now adopted two new bills that incorporate some of the anticipated provisions.

As anticipated, the Budget did see the confirmation of a number of measures previously announced in the Pre-Budget Report last December. Most notably the imposition of the 50% top tax rate which will be felt from next month as planned.

On the 22nd of January President Obama signed into law the Haiti Charitable Deductions Bill. The law provides that if a cash contribution is made after January 11, 2010, and before March 1, 2010, for relief of victims in areas affected by the earthquake, such contribution may be treated as made on December 31, 2009. This means that such a cash contribution may be taken as a charitable contribution deduction on your 2009 income tax return.
